ABOUT THE
ROLE
Mouchel, an
leading international multi-disciplinary engineering consultancy, is opening a
new Design Centre in Sydney, New South Wales. As part of our DownerMouchel JV
we currently maintain and manage a variety of services across both Sydney and
NSW. We are now seeking to appoint experienced Environmental Planners /
Consultants as we continue to enhance highway and other infrastructure
throughout the state, this includes new and improved works requiring planning
permission and possibly environmental impact assessment. The primary purpose of
the post, based in Sydney, is to advise the client on planning and
environmental matters related to these and other capital projects, working in
conjunction with staff in Mouchel’s Design Centre.
The post holder may also assist the wider team with projects in other geographis across Australia, New Zealand and worldwide.
1.Carry out project work tasks and duties, as directed, within agreed budgets and timescales.
2.Collect, review, interpret and present data to support project work, including analysis of policy and summary of planning history.
3.Conduct site investigations related to projects and proposals.
4.Prepare technically competent reports for delivery to clients, and work with other professionals to ensure they deliver such reports. This function will include ensuring the preparation of planning applications, and acting as Environmental Coordinator for Environmental Impact Assessments (EIA) and the preparation of Environmental Statements, when required, working with other environmental staff.
5.Attend meetings with the client, its partners, and other clients, and with statutory undertakers; statutory consultees; other principal stakeholders; and the public. These meetings may include participation in public engagement exercises.
6.Undertake business development by maintaining good client relationships and seeking market intelligence. Be involved in other business development initiatives.
7.Lead marketing initiatives and proposal writing where required.
8.Maintain and build professional and personal capability, through training, project work and other means to be agreed with the discipline leader for planning
9.Be up to date with planning procedures and legislation, and with roles of key bodies
10.Manage sub-consultants and technicians.

ABOUT YOU
You will be
an experienced development control (management) planner, having worked either
in local government or the private sector on major schemes. Excellent
understanding of planning issues associated with highways and transportation
construction and maintenance. Excellent understanding and experience in EIA and
EIA coordination.
Preference for candidates with a Full Driving Licence, and with experience in public engagement.
Fundamental technical competencies include:
1.Understanding of planning procedures and law in New South Wales and other parts of Australial, and candidates should also be familiar with environmental law
2.Report writing, and the ability to synthesise complex information rapidly and succinctly
3.MS Office experience, including experience of PowerPoint presentations
4.Communication skills to be able to write reports and present them to clients
5.Produce REF’s (Review of Environmental Factors)
